How low does Norris Lake get in winter?
Norris Lake drops to about 1,000 feet above sea level in winter, about 20 feet below its 1,020-foot full pool. That is where daily readings on norrislakenews.com bottomed out in each of the last four winters, and the site's seasonal guide holds at 1,000 feet from mid-December to mid-March.
TVA lowers the lake each fall; it does not drain it. The drawdown starts around Labor Day and aims for flood-control levels by January 1, which leaves room for winter and spring runoff. That room gets used. In February 2025 the lake climbed from about 1,002 feet to 1,023.9 feet in 17 days, above full pool, then fell back.
You will also see "about 29 feet," including in our Norris Lake guide. That is the figure attributed to TVA for how much the level varies between summer and winter in a year with normal rainfall. A 29-foot drop would mean about 991 feet, and the lowest daily reading since January 2023 is 998.7. For trip planning, use about 20 feet.
- Lowest daily reading each winter: 998.7 feet in January 2023, 999.6 in January 2024, 1,000.1 in January 2025 and 999.5 in December 2025.
- December 15 readings: 1,002.0 feet in 2023, 1,000.6 in 2024 and 1,000.2 in 2025.
- This fall: 1,002.6 feet on October 30, 2026, about 17 feet below full pool and about 9 feet under the seasonal guide, after a drought year when the lake never reached full pool.
Does Norris Lake freeze, and does it snow?
We have found no reliable report of Norris Lake freezing over, and the area gets only about 10 inches of snow a year. Be wary of pages that promise ice fishing here; we could not find a dated report or photo behind those claims. Hard cold does happen, though: a February 2015 WATE story reported ice and snow collapsing marina roofs on the lake, and it says nothing about the surface freezing.
The water stays above freezing on average, though it is plenty cold. The Norris Lake Marina Association's monthly averages are about 40°F in December, 44°F in January and 48°F in February, and Lake.com also puts January and February in the 40s. Treat those as rough numbers, and plan on the fire pit, not a swim. We can't rule out thin ice in a shallow cove during a hard cold snap, so for what the cove at Paradise Point does, ask Kathy, who lives nearby.
Normals for nearby Tazewell give a January high of 45°F and a low of 23°F. Snow averages about 2 inches in December, 3 in January and 4 in February. Each of those months also averages more than 4 inches of precipitation, so pack for cold rain as much as snow.
Is there anything to do at Norris Lake in January?
Yes, January at Norris Lake means museums, Cumberland Gap and smallmouth fishing rather than boat days, and most of it is a drive from the lake. Norris is noted for winter smallmouth fishing, best from November to April, and our boating and fishing guide covers licenses and limits. Here is what we found in October. Confirm hours before you drive.
- Cumberland Gap National Historical Park visitor center, Middlesboro, Kentucky: daily, 9 to 4, closed Thanksgiving, Christmas and New Year's Day. No entrance fee. About 23 miles, about 45 minutes. Snow or ice can close Pinnacle Overlook Road, and Gap Cave tours run May through August only.
- Abraham Lincoln Library and Museum at LMU, Harrogate: Monday to Friday 10 to 5, Saturday 12 to 5. Sunday hours run March through November only, and it closes for LMU holidays. About 20 miles, about 40 minutes.

- Jimmy's Place at the marina: closed for the season, with no reopening date posted. Plan to cook.
- Groceries in New Tazewell: Walmart is open daily, 6 a.m. to 11 p.m., and Ingles and Food City are close by. About 25 minutes.
What is a winter stay like at Paradise Point?
A winter stay at Paradise Point on Norris Lake is a house trip, with fires, long meals and games, not a boat-and-swim trip. The lake is the view, not the plan, and you should expect wide bare banks where the summer water was.
Lakefront Paradise has a stone fireplace in the great room, a sunroom table for 10 and a garage game room with a pool table that converts to ping pong. Blue Haven has its own heat and air control in every room, plus a double oven and a big prep island for holiday cooking. Both have a fire pit with firewood provided, fiber WiFi at 500+ Mbps and board games. Neither home has a hot tub, and the fireplace is at Lakefront Paradise.
A family of bald eagles lives across the cove, so pack binoculars. Before you book, call or text Kathy at 865-585-5865 about the things that change in winter:
- How the docks and launch sit at about 1,000 feet, if you plan to fish or paddle. At low water, TVA has warned of more sandbars, exposed banks and submerged stumps.
- How the road and driveway do in snow and ice.
- How the fireplace runs, and whether firewood is stocked for your dates.
Can you spend Christmas at Norris Lake?
Yes, you can spend Christmas at Norris Lake, with a fire at the house and holiday events a day trip away. Check the live calendar for open dates, or call or text Kathy.
One weekend stands out. Three things happen on Friday and Saturday, December 11 and 12, 2026, all within a day trip of the lake:
- Candlelight Christmas at the Museum of Appalachia: December 11 and 12, 4 to 9 p.m., an evening tour of the pioneer village with lit, decorated cabins, live music and wagon rides.
- Christmas Market and Parade in the town of Cumberland Gap: Saturday, December 12, 11 to 6, free. Local artisans, handmade gifts and holiday treats, then a downtown parade with lights and music.
- Lincoln Memorial University commencement: Saturday, December 12, 10 a.m. at Tex Turner Arena in Harrogate. The vet school's Class of 2027 Silver ceremony is at 3 p.m. the same day.
Can you rent long term on Norris Lake?
